is there a rift point bonus for unlocking premium?

I played a TON during this last rift, and I planned to buy premium if I'd gotten to level 70, but I only ended up at level 60. It seems like I'd have to play the game 24/7 to get to rank 70. Is there a bonus, either one-time or a multiplier bonus for ranking up if I'd bought premium earlier?

No, there is no bonus when unlocking the premium track.
