What builds would you make using each roles' Non-Teachable Perks?
Out of all the Universal Perks immediately available (that don't need to be unlocked from specific characters), which would you choose to use and on whom?
You may also use a character's unique teachables specifically on that character (such as Ruin on Hag or Diversion Pebble on Adam) in tandem with these perks if you'd like.
Just as a refresher, here are all the Universal Perks available to you for each role, in alphabetical order:

Hex: Thrill of the Hunt
This is actually a big brain move. People will assume I'm using NOED because I have TOTH but no other hex perk, so they'll go out of their way to cleanse totems, buying me lots of time. Beautiful.
Deerstalker
This is so I can do lots of slugging to buy myself plenty of time, which I'll need.
Bitter Murmur
This is mainly for a bit of tracking, but I'd say you can definitely use Whispers here instead. I just despise the sounds that it makes so I can't use the perk.
Iron GraspFiller pick, has some use.Sloppy Butcher
Slow the game down, I forgot this perk existed.
Survivor
Resilience
Not only is doing everything 9% faster very, very helpful but also, half the vault build.
Spine Chill
Singlehandedly deletes every stealth killer, and half the vault build.
We'll Make It
I love this perk and it doubles healing speed.
Plunderer's Instinct

Killer- Sloppy Butcher, No ED, Whispers and Bitter Murmur.
Survivor- Kindred, Resilience, Spine Chill and We'll Make It.
Both kind of mediocre builds, but the starter perks aren't amazing.

Well, for Survivor I'd take Spine Chill, Lightweight, Resilience and Iron Will. Basic med-kit deal, so lots of charges. Obviously I'm taking Jake for Iron Will.
As for Killer, I'll start with the Doctor. Perks I'll take Distressing, Whispers, Sloppy Butcher and Overcharge. My Doc build already has Distressing and Whispers, so this was an easy choice. Add-ons will be my tried and true Order/Calm.

My survivor build for Femg Min:
Lithe (her teachable)
We'll Make It- Fast heals after unhook
Spine Chill- Know if the killer is nearby and is looking at me
Kindred- See the Killer within 16m and teammates
If I were to not run Lithe then Small Game for totems
Killer:
Sloppy Butcher- Delay healing
Whispers- Know if survivor(s) are nearby
Hex: Thrill Of The Hunt- Know if my totems are cleansed or not
Bitter Murmur- See survivors after gen is completed

I feel like I've seen this thread before. Anyway, for killer I would go with: NOED, Iron Grasp, Sloppy Butcher, and Deerstalker. For survivor I would go with: Kindred, Small Game, Spine Chill, We'll Make It.

You can run a quite effective build of Kindred, We'll Make It, Spine Chill, and Resilience on every single survivor. Honestly the base Survivor set is actually quite solid.
The killer base set is... significantly worse. Some of that is due to differences in the Killers. For example, Huntress doesn't really want to use Sloppy or Noed. However, a lot of it comes down to the Killer base kit being both smaller and having several real stinkers that no one would want to run. Unrelenting, Monstrous Shrine, and Insidious are all incredibly bad. Then Iron Grasp, Distressing, Deerstalker, and Thrill of the Hunt are all quite niche. Of just the general perks, your best option is Noed, Sloppy, Whispers, and Bitter Murmer. Then outside of putting in TotH to bluff you have Noed or help protect your Noed, you don't really have anything to replace either Noed or Sloppy with.
