Borrowed Time Not Working?

Am i buggin or borrowed time sometimes doesnt show up? I know it doesnt work when ur in the dream world and what not but... its been a couple games where it doesnt work. Am i the only one?

Who knows, was the unhooker in terror radius? If the killer was undetectable, the unhooker was oblivious, or the killer had a really small terror radius, these could all be a normal reason BT doesn't work.
Tinkerer is meta right now, so undetectable is a bit more common than normal.
So, did the killer have any way to reduce terror radius, become undetectable or make the survivor oblivious?
