They probably just changed their mind down the road.
I wouldn't make licensed character challenges required to complete a rift, but if it's a side challenge off to the side with lore I don't think it's that big of a deal though.

Community is toxic and whiney + BHVR is slow, kind of a recipe for disaster. BHVR is ok on their end, its the community that blows them out of proportion and makes it seem like they are awful at what they do, which is a little true to some extent.

Where is the problem here exactly?
we already had tomes with DLC characters that where not needed to get to the end of it. Just look at the Hag in the last one. (I know she is only needed for some of the challenges that are optional because a friend only has her perks and got to the end of all 4 tomes)

What they say is not set in stone, it's possible something changed in the mean time and now they can.

There is a lot of bullshit they pull but this is not one of those situations.
It's likely (a) license holder(s) gave permission since that post was made to have that a / some character(s) be eligible.
The other option is that some licensed characters will be available for free, maybe temporarily, or for shards.
Or it refers to upcoming licensed characters who will be available for shards, or free.

It's a live game. They can change their minds and go back on anything they've said before, with or without telling us. Plans must have changed here because their stance clearly has.

THIS. People seem to forget that anything can change at any time, maybe they weren't allowed before and some license holders gave them the thumbs up, it's not a big deal.

The issue is you can grind for hag but for pig you need to invest real money if you have a challenge with her

I wouldn't be surprised if Funworld approached BHVR and suggested Ghostface could be in the rift. Should BHVR say no just because of something that was said months ago?

As disappointed as I am that Michael might not be included in the archives, I still hold out hope that something could be worked out with the license. I’m guessing that is why he along with Pig cannot be obtained via shards.

So the issue is that you can’t do an optional challenge, that isn’t even needed to get to the end of the tome and just rewards BP and some rift progress, both of which you can easily obtain otherwise. There are many issues in this game. This ain’t one of them.

I believe that they meant what they said at the time but things change and i'd say this is a positive thing. The only downside to this is missing a few challenges if you don't have the character but you can still reach the end of the tomes anyway.

When the devs were asks in February, they likely were toying with the idea, but didn't had much hope to get the OK of the license holders.
So the wiser thing to so say was that there are no such plans. But since feb a lot of stuff happened, and some license holders might have given their OK to get the licensed chars into the tomes.

As others have said, the Devs might now have the possibility to do Licensed Tomes. The post is a few months old. And if I look at the Stranger Things-Content, I can imagine that they are quite open for it, considering that the Demogorgon got Cosmetics which were not in the Show.
Also could imagine that Konami is interested in a Tome, even tho I would guess that BHVR would have less freedom compared to something like Stranger Things.

I don't think it means that. It specifically says "Tome", and that contains the lore entries. The lore entries for the characters are usually tied to the challenges specific to the character.
I agree though that you will likely be able to finish most challenges and be able to reach the end of the specific Tome even if you don't have the licensed characters, as @SurpriseSurprise says here:
BHVR will likely keep their promise that all tomes can be pathed through without needing to purchase any characters, to be frank they never said that you will be able to complete every challenge in the tome without purchasing characters, just that you can reach the end without purchasing characters.
The only problem I have with adding licensed characters is that tying challenges to them, even if you can ignore them by "moving around" them by doing other challenges, means that it will be more difficult to finish the battlepass. As progress there is gained largely from challenges, and if you can't do challenges because you do not have the characters then you will naturally miss out on a lot of progress. Even if you buy the licensed characters to do the challenges you will start out with no perks on them, which will make finishing challenges significantly more difficult.
The solution to that is to make the battlepass not expire once bought. This way, even if you don't have the specific licensed character yet, you can buy that character later and finish it at your own pace after you were able to level that character up enough to have decent perks so the challenges become easier to do.

Looks to me like circumstances simply changed over time.
We could barely even fathom cosmetics for licensed characters years ago (Cannibal having a cool exception), now Nightmare's the only one left without additional ones besides bloody versions of the base outfit.

I can't believe no one mentioned this, but that first post was made February 5th. It's been 8 months since that post was made. Surely it's more likely that they changed their mind since February rather than them lying about no licensed characters in tomes for 8 months for no reason at all.

to be fair, I think I've read in other official posts (or youtube/twitch videos) that if they would ever introduce licensed character in the tomes, it would be just with their perks / lore, so no character specific challenge.
...we'll see if this changed though.

Multiple possibilities here
- These characters will be freely playable during the tome
- They will be able to be unlocked with Iri shards during the tome
- They'll have there challenges be unlocked with a separate killer that is free

First of all, this is a Live game so some things are always going to change.
Secondly, as not much information is available with regards to the Licenced Characters in the Tomes/Rift/Archives, it's not clear whether you will need to play as these characters in order to complete the challenges. So it's probably worth waiting until more information is known before forming an opinion on it.

I really fail to see how this is an issue. Situations changed, the rift isn't required, and I seriously doubt they would force you to buy them with cash in order to beat the Rift.
If they do, I would understand the hubba kinda, but come on. It's very likely it's a limited time free/iri shards deal while the rift is active.
