Pustula Petals are broken

I spent 600k in a P3 50 character and got only 3 Petals, on the old events i got 15 petals leveling a character from 0 to 20, i think there's something wrong on the apperance chance on the bloodweb, please fix or increase the amount, this is ridiculous.
