Question about rush addon

Since I see the rush addon for survivors is used on the medkit and killers is their "power" addon, does that mean that survivors can use it once and killers multiple times?

If so.. Isn't it a bit unfair?

    The survivor one can last for a whole chase, the killer one is just a forward dash that lasts a couple seconds to close up the distance. Also you'll still be able to use the medkit add-on outside of the event while the killer one will be blocked.
