Is the matchmaking system broken ?
Im a lvl 9 killer and i keep getting lvl 1/2 survivors is it normal ?

Yeah matchmaking is broken and the devs are working on a system to replace this rank based matchmaking entirely (MMR), because rank is not a good indicator for skill.
Thats also why you can’t change the killer once you readied up, in the new system you will get a hidden MMR score for each individual killer.
