Cannot hook survivor bug -Xbox One

I knocked the survivor down and picked them up and could not hook them. Neither one of us could do anything about it. They dc and I grab someone off of the plant thing (Visceral Canker) and it happened again until one of us dc.
Edit:
This happened only once. I don't play killer much tho. I played as Wraith for all my games today. I played maybe 5 games as killer.
