Does anyone know what it means by "Slightly increases the frequency of the passive phasing." with her Juniper Bonsai add on?

    Her power has a passive component: every x seconds (randomly from 1 to 5 iirc) she phases and the survivors see her all blurry and with afterimages and it's hard to understand where she actually is. That addons makes this more common
