The Black Robed Men
In The Twins lore, it mentions that Black Robed men take them, and attempt to sacrifice them or something? Honestly, the lore wasn't clear what they were trying to do, nor was it clear about who these men are. The description sounds an awful lot like the Cult that took in The Blight. I believe that this group is one of the cults that knows about the entity, or maybe I just misinterpreted the lore, and these guys are just supposed to be witch hunters. What do you think?
(Also, its worth mentioning that they specifically hunted for Charlotte and Victor.)

They, I think, worship the entity. They were hunting for The Twins in hopes they could summon them. They may also work with the entity, since they supply the Mori offering

They didn't specifically hunt for Charlotte and Victor, the twins were one of the many targets for the hunters. They sold them later for the Entity cult and it must be something they have done many times cause of profit.
The cult stuff has been around for a while, but they didn't go in depth with it till they added Felix and Talbot. The monks from the school that used Talbot and got rid of him later could be part of the Entity cult because of the forbidden and lost texts they own and how they were working on wanting to expand their mind in the search for other dimensions.
It's hinted these cults are the reason the Entity are able to reach and take people into its realm. Without them the Entity may not be able to do so. Fitting since the Entity is more of a parasite.
