Issue with Survivor Perk: Balanced Landing Activating

The perk Balanced Landing states/
"Upon landing, start sprinting at 150 % of your normal running speed for a maximum of 3 seconds if not exhausted.
Causes the Exhausted Status Effect for several seconds."
In the clip, I run off the side of a hill (not the ramp to walk up), my character does a fall animation, however BL never activates, despite being off-cooldown/available.
