No Freddy or Quentin on PS5.

I just got my PS5 hooked up but I noticed that this version of the game is missing Freddy and Quentin. What’s up with that? I assume this has something to do with the rights to the characters? I leveled up Freddy and Quentin to level 50 devotion 3 and now I can’t play as them. Does anyone know if they’ll be added in later? The Series X version still has Freddy and Quentin by the way, I double checked.
