Controller bug?

I don't know if I need a new controller or if this is a bug. When I would spin the camera to the left the sensitivity would go slow at first then a few seconds later catch up to the speed that it should be at. I'm just very confused about this. This has never happened before. I was playing survivor at the time. It was also constant every time I tried to do it. Like literally every match. This was happening on pc by the way.
