Allow Charlotte to pick up Victor if he’s idle

And if you’re playing Victor, allow him to climb back into Charlotte. It would help with regrouping and moving them into position a lot faster, and also help with the bug where Victor can’t move (although ideally the bug itself should get fixed foremost).
