Filling the empty rift slots with iridescent shards

I've always gotten the premium pass for the rift, but there are also a good amount of people who can't purchase it for one reason or another. It just doesn't seem fair that the free one has so many empty slots. I feel like an excellent way to fill them would be to put 10 or 20 shards in each as a reward for getting there to begin with. Kind of like how the people who but the premium pass get auric cells on slots that would be empty otherwise
