Hit validation in play, but still dedicated servers are worse than ever.

I am sick to death of being hit from the next room by lagging killers, I thought in a recent patch notes you stated dedicated servers were supposed to help with this. Also, why in the EU are we still seeing player from UAE, who's lagging is literally costing games and causing loss of pips and de-ranking.
Please, please fix this dedicated server issue for the longevity of your game and the sanity of your player base, please.
This is happening on an alarming regular basis.
