Why does The Entity create hatchets in lockers when the Killer isn't Huntress?

Basically title.
When you open a locker as any killer, you can see Huntress hatchets in there.
From a story perspective, why would hatchets be in a locker when your playing Clown for example?
Just curious on people's thoughts ^_^
(I know that mechanically BHVR can't add/remove them depending on Killer. This is strictly from story perspective)

It's a trap to see if a survivor or killer tries to step out of line.

Maybe the hatchets are there for some other reason, and Huntress is just the only killer that knows how to / likes to use them.

Maybe it's an experiement to see which side figures out how to use those hatchets first? 🤔

It was implemented as part of a plan for a future update that would've allowed survivors to grab a hatchett and hack the killer to pieces.
Survivor mains were insistent that it was the only way to balance the game, but the devs nixed it because it was too buggy.
