Elodie Deception Perk Bugged
I got Elodies' new deception perk, and I was pretty upset to find it bugged for me and but not for a lot of others (such as streams who I talked to). So basically the problem is my character gets in the locker instead of doing what is intended (to open and shut while running). Now I made sure I was sprinting when I was doing it. As well as when my character would get into the locker the cooldown for the perk would start, meaning the game thought it has been used when it definitely was not.

they haven't fixed the 5 perks from the expansion that are still broken so that's part of those 5.
