Add the year to Deathslinger's frosty eye cosmetic description

Usually every frosty eye or all hallows' eye descriptions have the year of the winter season, like oni's from last year has 2019-2020 in the description. It's just nice to have to go back and look at the history of the game through the cosmetic descriptions. Although looking at how the description is this year I don't know how it would fit in there.
Either way, have a nice holiday season and thanks for the cosmetic!
