The challenge "Golden Age" will not proceed if you play the twins and end the game playing Victor. I had 4 iredescent emblems, but the challenge (Achieve 15 emblems of the quality of gold or higher) didn't fill. That happened to me two times out of two, and I was ending the game with Victor.
As other things didnt work properly when ending with Victor (I am relating to the bugfixes of the current bugfix patch) I think this explanation sounds logic to me.
