Why can't we swap killers in a lobby?

Hey, just wanted to ask this question. I don't remember exactly why this change was implemented to the game. So I am asking you guys for help. (Was it because of the MMR system the devs tried or some other reason?)

Survivors can switch up characters how they please, just prepare a Meg with a key in advance and switch last second... but killers can't do that. Sometimes i just want to spend bloodpoints in differnet killers to kill some time.

Because in the MMR system there's individual killer MMR. You can have high mmr as Billy and low MMR as Wraith or something like that. This obviously requires killer lock to work for matchmaking purposes.

I think that while enabling/disabling MMR doesn't require a client update users have to download, enabling/disabling killer lock does.

And while it's not driving matchmaking full time at the moment the devs have stated the MMR system is still gathering data about people's performance. And since the MMR system is built with killer lock in mind, killer lock is sorta required for the most accurate data gathering possible in general.
