How I would revise perks
Maybe just keep this as an idea for a DBD 2, but how about dividing perks into 4 tiers? We would still have 4 perk slots but to use stronger perks you would need to use more slots. For instance, you have a yellow, green, and purple Iron Will. You want your grunts of pain to be 100% silent? Or faster self care? That will be all 4 perks slots, please. If you can live with lesser versions of perks then you could still have up to 4 in play. I’m sure this idea will be hated by most players, but humor me. Thoughts?

Seem similar ideas before, limiting players even more wouldn’t be great

The fourth tier could offer better versions of perks than is currently available. The new system would apply to killers as well as players. I don’t see it as limiting players so much as removing the potential abuse of crutch perks. There would be less complaints about things being OP if you couldn’t chain perks in an OP way. It isn’t individual perks that are OP, it’s the possible combinations that can be deadly.

The issue here is some perks are stronger than others, so I think the less strong perks would be run even less than they currently are now.
Also with some perks, the tiers currently are essentially pointless (e.g. Monitor and Abuse 1 is as good as 3 because the terror radius distances are the same, FOV changes but no one really runs that perk for FOV).
Therefore with the current set of perks, this wouldn't make much sense IMO.
But sure, it would at least limit some of the stronger perks (however something like Unbreakable will allow you to recover from death in any level of the perk, so that one could be ran at the low tier and you'd still get lots of benefit from it)

Some perks are essentially terrible depending on their tiers due to many factors, can't wait for level 1 bamboozle 5% faster vaulting speed and 8 second window block
Or Brutal strengths 10% faster speed
or spirit fury that requires 4 pallets to be broken
or thrilling tremors 100 second cooldown,
and survivors still get the main effects from unbreakable, deadhead, sprint burst, adrenaline so literally nothing has changed
