Very confused with inconsistent restrictions to Switching to Charlotte and Detachign Victor

I just bought the DLC today and after a few matches, I'm very confused. At inconsistent times, I can't switch from Victor to Charlotte. Also at inconsistent times, I cannot detach Victor. Usually moving about 10-20 yards resolves the issue, but that's a lot of moving and inconvenient, not to mention again, inconsistent. Sometimes I want to use Victor as a surveillance to a newly hooked and I can detach/place victor directly in front of hook. Other times I had to move him about 20 yards distance away before I can switch back to Charlotte. Sometimes I can't even spawn Victor until I moved away from the hook.

These arne't in the game description, what are the undocumented rules with this ability?

    They have an anti-camp restriction, that doesn't allowe to unbind Victor or switch character in a certain distance towards a hooked survivor. It's possible to cirumvent it by placing viktor close to the hook before hooking the survivor. And that might feel inconsistent, but it isn't.
