Lore :
Once a Stoorish hobbit, Sméagol spent the early years of his life living with his extended family under a Matriarch, his grandmother. Around the year TA 2463, Sméagol became the fourth Bearer of the One Ring, after Sauron, Isildur, and Déagol. Déagol was his cousin, and on Sméagol's birthday, they went fishing in the Gladden Fields north of the mountains. It was there that Déagol found a gold ring in the water, after being pulled out of their boat by a large fish. Almost immediately, Sméagol fell to the power of the ring and demanded it as a birthday present. When Déagol refused, Sméagol promptly flew into a barbaric rage and fought with Déagol over the ring, choking him to death and taking the ring as his own. Sméagol was quickly corrupted further by the ring and banished by his people; turned by his grandmother out of her hole, he was forced to find a home in a cave in the Misty Mountains in around TA 2470. The Ring's malignant influence twisted his Hobbit body, as well as his mind, and prolonged his life far beyond its natural limits. He called it his "Precious" or his "Birthday Present," the latter as a replacement in his mind for killing Déagol.
The One Ring intended to stay in Smeagol's possession, but one fateful day, the One Ring accidently switched master to a young, little hobbit Bilbo Baggins. Smeagol mourned the ring he once possessed. Broke and cursed, he wandered across The Middle Earth in search of his precious, only to found nothing but misery. He then stayed in his cave. But, evil won't give up on his capability and revenge feelings. The Entity found him in the dark of the Gollum's Cave, offered him a deal to be The Entity's servant with a granted power and a chance to get back his precious. Once again, Smeagol started wandered the Middle Earth, seeking his precious ring.

The second paragraph is a fantasy. Only the first paragraph is from the Wiki. I try to connect the lore to The Entity.
Power :
Passive : Seeking the Precious
Smeagol's love of his precious is as big as his entire life, he would do anything to get back his precious. His curse will be bestowed on one of the survivors as an Obsession. Whenever Smeagol lost the chase of his Obsession, Smeagol will burn in rage which increase his speed by 2% for 30 seconds. The speed maxed at 10%. Whenever Smeagol hit his Obsession, the bonus speed is lost.
Active 1 : Feast
Smeagol loves raw food and he likes to gnaw dead and fresh creatures. Smeagol can feast on the crows, increasing his movement speed by 5% and grants him aura reading ability on blood trails around 16m for 30 seconds. Feast has a cooldown of 60 seconds.
Active 2 : Hop
Smeagol's light body and power from the One Ring grants him a superhuman ability. Smeagol can jump onto the top of an obstacle. After that, he can hop once again to deliver the attack. If the attack hits a survivor, it will immediately put the survivor into the Deep Wound state. Smeagol can hop further if he Feast before he hop. If Smeagol happened to miss, he will be stunned for 2 seconds. Hop has a cooldown of 10 seconds, starts after Smeagol has landed.
"Curse it and crush it! We hates it forever!" - Smeagol
Perks :
Deep Desire
You have a deep desire of those survivors luring around.
Whenever you hit a survivor, Deep Desire activates and stacks. Each stacks will give you the ability to do anything faster by 2/3/4 % (vault, breaking pallets, etc). Maxed at 3 stacks. Stacks will last for 30/35/40 seconds, but the cooldown will reset if you hit survivors again, thus giving you stacks again. Stacks will lost if you don't hit any survivors during the Deep Desire activation. Hook a survivor will reset all the stacks.
“We like goblinses, batses and fishes. But we hasn’t tried Hobbitses before. Is it soft? Is it juicy?” - Smeagol
Hex : Curse of Fate
You are cursed and planning to spread it along with the survivors.
When a survivor is unhooked, Curse of Fate activates as survivor's blood already tasted by The Entity and will take one of available Dull Totems. Whenever a survivor is unhooked, The Entity won't leave them as they will keep leaving blood trails even when they already healthy. Healthy survivor will leave 30/40/50% blood trails but will disappear 50% faster than the original. Only survivors that have been hooked can be cursed.
The hex effects persist for as long as the related Hex Totem is standing.
"Curse us and splash us! My precious is lost!” - Smeagol
Will of Servant
You are a servant of The Entity.
When The Entity has summoned, your servant spirit activates. As long as The Entity appear, you gain sight of survivor's aura whenever they are 20/25/30m around The Entity and your movement speed is increased by 2% for each survivor that dares to embrace The Entity inside the radius. Will of Servant only affects one Entity (hook).
"We swears to serve the master of the precious. We will swear on the…on the precious.” - Smeagol

I was considering doing a Gollum concept before I saw this! But the feast and hop abilities are perfect! They would be original and fun to use. The only thing I'd want instead is a different ability for the one ring. Perhaps Sméagol carries the one ring and every time he performs a hop he drops the one ring on the ground. With the ring he is almost silent, effectively a stealth killer, without the one ring he has his terror radius but is faster. He has to go and interact to pick the ring back up or after a timer like the twins.

That's a nice idea! Never thought to use the ring for his active ability!

Personally I wouldn't feel one way or another about this but I do have to say that Gollum isn't really built for a killer role. He bites Frodo or Sam (I forget) and that's about it. Sorry...

agreed, but judging by his evil looks and how deceiving he is, i think he is suitable for a killer role, though he only killed his brother. I considered gollum cause he got the evil spirit and he had always been in the dark side rather than the good side right?

That's Judging entirely from the movies. I haven't read the books but I think just as a general Gollum is designed to be a twisted and cunning monster and as we've seen in the hobbit when he kills a goblin with a rock he is more than capable of killing and is quite strong. If he were to ever get into the game I'm sure Behaviour could have some creative liberties to make him a more feasible killer.
