Why is this even allowed to occur? (bloodweb special)

I understand you guys want us to grind our eyeballs out to get perks but why cant we just have true randomness when it comes to perks appearing on the bloodweb. In both of these cases I was able to predict what rank 2 perk was coming next and when a new perk would be introduced. It's dumb, boring and sucks being lvl 20 and having only 10-12 perks to choose from, especially if you don't get a good initial draw.
