Idle Crows do not stop Head On

I just got Head On-ed by a Claudette with 3 idle crows. I literally found her because the noise notification from the idle crows all resting on the locker.

Has this only occured the one time? I've tried to reproduce this myself and had no success (gained crows inside and outside the locker and still couldn't Head On).
