Why Wraith's cloak base speed wasn't buffed?
The true invisibility change is very nice for Wraith, but the biggest problem I felt with him was the need of Windstorm add ons make Wraith actually playable in higher ranks. Playing Wraith with and without Windstorm feels like playing 2 completely different killers

I mean, I can list a bunch of other problems with trapper and none of them are being looked at either.
We just have to make do with the fact that like once or twice a year we'll maybe get some small tweak to make them a little better than before, and maybe in another 3 - 5 years we can have them where they should be.

This is really all wraith needed he is addon dependant but if it's speed you want just use the addon and he becomes a decent killer.

But that's the thing, why I have to keep using one specific add on make him decent? That just limits the amount of add on combinations you can do because "Oh well, I can't use these 2 add ons together cuz one of them isn't windstorm", just how playing Trapper without bags feels miserable

I can only imagine that they want to do more with him in his own spotlight later on.
It was Clown's turn, and this small addition was simple & QoL enough to be added now.
Again, that's how i think it is.

Didn't they give the Wraith his own spotlight twice? The first time during the first Winter Solsitce and the second time during the Spirit chapter and yet they both failed to address or attempt to fix the main problems Wraith has today.

So...
Spirit is completely invisible while phasing, can move at incredible speed, has an increased lunge upon exiting phasing, but it’s limited in total time it can be active, and has a recharge/cooldown.
Wraith can remain invisible at will, closing when to exit his ability, will now be completely invisible except for the new ranges, has increased lunge upon exiting cloaking, but his faster movement speed while cloaked is significantly slower than Spirit.
If Wraith also now got increased base m/s while cloaked, there’d be very little distinction between Wraith and Spirit. It just would fall down to a choice between whether or not the killer wants to be able to see survivors whilst they can also be seen (while close), or not seeing the survivors whilst they also cannot see you at all.

They would be similar, but still very different. Wraith is better at harassing because his invisibility is on-demand, while Spirit is better in chases because her ability is unpredictable.
I would be like Hillbilly and Oni. They are very similar, but the two have enough differences to separate them. I don't see how the two would be too similar

Another thing that the devs are likely considering is wanting to keep track of his performance after this invisibility change goes live. They might be hesitant to add anything more in case his performance sky rockets with this change.

Because getting BHVR to make any kind of correct balance decision is like pulling teeth.
It's like there's a faction of devs that really know the game, and then there's one rank 20 survivor main from Reddit who gets equal input on balance decision to all of the competent devs.

They're always pretty cautious, arguably too much so when it comes to killer buffs. Hopefully he'll get some more love.

I do well with wraith regularly without windstorm. He still gets a slight speed boost while cloaked and after uncloaking, which many people under-appreciate. Also, bloodhound is so good on him, you don't need to be fast because they can't escape from you after the first hit

Pigs will fly when Wraith doesn't need Windstorm, Trapper doesn't need a Bag, etc. Just gotta accept that's how it is :/

Wraith already had his spotlight. And we all know what happened there.
Face it, if the devs really wanted to, they could have easily increased his cloaked movement speed.

Wraith is more about setting up angles of attack in advance while Spirit is a bit more reactionary. I personally don't think that making Wraith faster while stealthed would do much to the differences between Spirit and Wraith. As it stands, most Wraith players already run Windstorm, so by that logic the two should already be similar. However, they aren't. Wraith, even with faster movement while cloaked, is still more about setting up good angles before striking, while Spirit is the meanest game of Peak-A-Boo this side of my dad with his belt.

Because it is easier and safer to simply buff the numbers to irrelevant perks than actually make significant balance changes.

Tbh, the true invisibility kinda has a similarity with faster speed.
Faster Speed gets you to spots faster but Survivors see you from far, making dodging easier but at least you get near them faster.
True invis. doesn't make you faster but Survivors have no idea where you are, making your sneak up better which therefore gives you the same surprise factor in some way.

if i had to guess, they're going to rework him either way, so a small quality of life changes, for now at least, will help them figure out how exactly they should change him.

Windstorm - Mud (the yellow addon) should be base and then the others just add to that speed.

I believe this will also point them towards Freddy changes, since they gave Wraith the same invisibility Freddy has. Lets imagine with this change Wraith gets a huge boost in kill rates, like a 25% increase, you may draw a comparison to what may be making Freddy so strong and change it, its a buff to Wraith and also a way to isolate one of Freddy powers and get data on how it performs that skill without teleport, lullaby and traps polluting it.

I don't even think Wraith needs another spotlight. Most people would be happy if the devs gave Wraith a buff to his cloak movement speed.
That shouldn't be too hard to accomplish. It's baffling to me they haven't done so already.

I'd be happy to have that added, but i'd be sad if the announced addition wouldn't make it in.
Again, it's probably not hard to accomplish, it's probably a thing they want to do in another spotlight.
