Can progress be shared between PC and Xbox1 using the same Gamepass account?

I have recently got my Dad in to this game as I seen that it was on XBox Gamepass so he could easily try it out.

He plays on both his PC and Xbox equally and has enjoyed DBD on both. We have noticed however that the progress is not shared between the platforms which I find odd as they are both accessing the game via the same Microsoft login.

Is there anyway to link the games so that progress is shared. He likes being able to play on both platforms but doesn't see the point if he is having to level everything twice. Also if he does go on to buy new characters he don't want them to be accessible on only 1 platform
