The Boogeyman with new fear status effect
Appearance
The Boogeyman is tall and thin with scrawny arms and legs. He wears a torn, black suit with ripped sleeves that vary in length on each side. He wears a plastic child's mask of a cartoony face and has long claws instead of normal hands. The parts of his skin that are visible (His arms, neck, parts of his body where the suit is torn, etc) show heavy scaring and scratch marks.
Abilities and Powers
Torment - When activated, a dark shadow cloaks the Boogeyman completely and glowing eyes and sharp teeth appear on his face. This power causes you to walk slower (Similar to The Shape's stalking speed.), but causes survivors to gain fear while in your terror radius. Fear comes in three tiers. At Tier 1, causes figures to appear in the distance on occasion and occasionally hear random noises (Twigs cracking, grass rustling, etc). Tier 2 causes the edges of the survivor's screen to darken and occasionally while working on a generator, a moderately hard skill check will occur that grants no bonus progression upon completion, but reverts the generator by 3% if failed. Tier 3 causes a constant heartbeat to be heard if not within the killer's terror radius. All skill checks triggered while in tier 3 are the same as tier 2 and laughter from the Boogeyman as well as whispers continuously plays. Survivors also begin to whimper in tier 3 making them easier to locate. To calm a survivor's fear, they must be withing the light of a finished generator and not be within the killer's terror radius. Alternatively, hiding in a locker will cause fear to go down and can be done in the killer's terror radius.
World of Shadows - The Boogeyman can enter lockers and teleport to any locker on the map (All lockers are highlighted while inside a locker). The animations for entering and exiting a locker are a few seconds, but the teleport is almost instant. While in a locker, you have no terror radius and exiting a locker grants stealth (No terror radius) for a 8 seconds. If a survivor is in the same locker that is teleported to, a scream is heard from the survivor and they fall out of the locker in the dying state before the Boogeyman emerges with a laugh. While in a locker, you can only see auras of other lockers and generators, but not anything else.
Add-ons
Common to uncommon and a few rare are all for increasing your terror radius while tormenting, increasing speed while tormenting, increasing the rate survivors experience fear as well as recovery time from fear all by a small amount. A few add-ons from rare to very rare will increase the difficulty of the triggered skill checks. Some add-ons are more notable.
Broken Light Bulb (Very Rare) - Tremendously reduce the recovery rate of fear from light sources.
Teddy Bear (Very Rare) - Survivors constantly gain fear while in your terror radius at 25% Torment speed. Using Torment doesn't increase the rate of fear, but extends your terror radius by 8m.
Blindfold (Very Rare/Ultra Rare) - Tier 3 now inflicts blindness.
Children's Story Book (Ultra Rare) - Exiting a locker is tremendously faster and any successful attack while in stealth (Stealth only from exiting a locker) inflicts dying
Perks
Nyctophobia - Being in your terror radius for 120s, 100s, 80s will cause a survivor to scream, revealing their location. (The timer doesn't go down if they leave your terror radius, but a survivor will get an icon to show that you are using this perk to plan accordingly. I didn't want to make it overpowered so I went with higher numbers.)
Terrifying Presence - Looking in your direction within 20m for 10s, 8s, 5s will cause a survivor to scream. (Looking away doesn't reset the counter, but it does go down.)
Shadow's Reach - Every time a survivor is lost in a chase, gain a token for a max of 3 and upon hitting a survivor, lose all tokens. Per token, your lunge is extended by 5%, 10%, 15%. (Theoretically, one could find all survivors in one place and chase one person, losing the others, and gain 3 tokens fairly quickly.)
Mori
The boogeyman reaches down and picks up the survivor by the neck and holds them high as darkness appears around him. His mask is covered in blackness while glowing white eyes and sharp teeth appear as he laughs in a deep, evil tone. The Boogeyman's grip tightens and the survivor gasps for air as they struggle while he watches them hopelessly attempt to escape. Finally there is a cracking sound as the survivor goes limp and the Boogeyman tosses them on the ground.
Overview
The Boogeyman is designed to incite fear and paranoia. He basically freaks people out to the point they have to calm down or face being slowed in generator progression and hinder themselves. The Boogeyman's perks causes people to panic and scream, sometimes causing them to look away where you can take advantage of the situation. Hopefully you guys like this. I spent hours on it. Sorry I didn't do the Bio. I may do it some other time.

A killer that can teleport to and from lockers is a pretty great idea. Definitely adds to the map pressure of the killer, yet doesn't feel overpowered.
