Why cruel limits is not used a lot even after the "buff"
Cruel limits will bolck all vaults in a 32 meter radius of a gen when it's completed for 25 seconds and the killer can see the blocked vaults aura.
I think it's supossed to fix the gen completed in your face problem or frustration but it's something that barely happends. The issue is that it's related to a problem that has a chance to not even happen in a trail. This is why most people don't run these kind of perks they are ussles except when the survivors do something. It's not as consistant as bbq or brutal and other perks that will have lot of use during the match.
A solution would be to make it block all vault in your terror radius. It will lead to more combinations of perks like distressing. It will also help during a chase. I think that this works because it will only activate 5 times during a match. Aslo survivors can drop pallets when they know you have it so there is counterplay (not fun excactly but it's the same as playing against clown).
These perks that just fix an issue that barely happends are not consitant so not worth taking the risk.

Pretty much used it a handful of times. For the adept and a few to experiment and only got to "use" it maybe twice.

i disagree, making it pernametn is broken and still does not do anything if there a no windows in the area

The issue is, with these map reworks now, how many gens do you see next to a vaultable window these days? Very few. Even if you do manage to block all windows next to a gen, there's most likely a pallet sitting right there too that gives them safety to flee. It needs to be changed to maybe block ALL vaults in the map for X seconds, rather than the gens area. It wouldn't be OP, and if you were in a chase far from a gen, you'd get some kind of use from the perk at least.

90% of the perks they've given buffs still aren't used. Most of them simply haven't received the level of buffs they need. If the perks aren't used after the buffs then it was a waste of time.
Along with the buffs not being enough, the other thing holding them back from still being used is the fact that still after 4 years we have the same perks that are way over tuned compared to the rest of the perk roster which leads to them just clouding out all other options from being considered. This is more of an issue on the survivor side however.
Your change would be an improvement on Cruel Limits.

Because it's still a perk. Why would surviror stay near completed generator after finishing it?

The problem with this (and many many many of the niche perks) is that they're all niche perks. Basically they're perks that come in handy in very specific situations. If that specific situation happens to happen, you'll be super glad you have that perk on but most of the time, those situations happen maybe once every game or two and the rest of the time you're wasting a perk slot on a perk that won't ever come into play...
