The save file on the PTB was taken a little while ago, so if these were purchased recently on Steam, that's the reason - the good thing is that on the Live Build everything will be as you left it.

Thats not really an answer, its like saying people gotta buy the DLC again trough ingame store, shouldnt it get updated with your steam library?

Your PTB Save file is one from some weeks ago.
It means, its an older save file. if you buy a DLC a few weeks ago, it possible, that the PTB file hasn't the buyed dlc in its save file. But when you go back to the normal life server, everything is like it was before you join the PTB servers. (sry for bad english)
