Allow survivors to see each others perks

DBD on survivor side feels like its supposed to be a team game and sometimes its cool to build around your team if even if you're solo. Obviously that opens the massive can of worm that is "how the DBD community will use such a feature". at least allow us to see our teammate's build during loading screen.
