Bloodweb and Prestige

Is there any truth to the notion that as you Prestige the more desirable perks are supposed to appear more frequently? I have Prestiged a character to level 3 and Dead Hard which I have equipped in most of my other builds has appeared twice out of over 150 bloodwebs, and both times it was on my initial progress through the bloodweb. It would appear the more you advance the less likely you are to get the "meta" perks. I don't use self care, but it has appeared once out of over 150 bloodwebs, and that seems to be another popular "meta" perk.

Apparently the more you prestige the less likely you are to get good perks. Is this on purpose? Or is the whole thing random? I have prestiged multiple characters and the perks I use most often also seem to appear with great infrequency. Would it not be better to reward prestige players rather than make them do the most grinding to get a decent build?

    You get better items and addons. (Slightly better odds of purple items and addons)

    No difference in perks. That is still RNG.

    The item chance increace is a myth. Don't prestige because of it.

    The chances of getting the perk you want won't increase or decrease with prestige. That is controlled by how many teachable perks you unlocked.

    That is a reason why i don't prestige, I've done it in the past with 2 survivors and 1 killer.

    But i don't see the point of it all to prestige, yeah sure it looks funny covered in blood but that's it, it's not even nice to see just funny.

    The survivor i always use has all the perks, so i don't plan to throw them away for a stupid prestige.

    Same with killers, almost all killers have all the perks.

    Now why do I want to throw them away?

    I'm a completionist I have to have all my Killers P3 so I started playing at the end of Tomb 2 if I recall it was sometime last February or March. I took Freddy Huntress and Bubba to P3 all three of them got barbecue by the time they were level 10 on P3 green BBQ at that. At this point in time the rest of my roster is that p 2 for some odd reason hillbilly, plague, ghostface, and demo I cannot get barbecue on ever. But in the last few months I have noticed that they will give me a few yellow perks and instantly upgrade them within a couple of levels I do not have an abundance of yellow perks ever. I recently took my demo to P2 and he has Max Save The Best For Last at level 15.

    Never prestiged any character, why should i? Last time i read, it even provided less cakes in the web because of it.

    They should just delete the ebony mori out of the web. I want the red addons, but you only have a 33% chance to get the desired one.
