Killer Concept - The Servant
The Servant is a tall, faceless man with chains running down past his arms and broken up shackles attached to his feet - these features being the product of his servitude to The Fog. Because of these bindings, The Servant makes noise separate from and larger than his Terror Radius (like the Huntress) in the form of his chains/shackles rattling as he moves.
Height: Tall
Terror Radius: 24 Meters / 32 Meters for Shackles' Noises / 0 Meters during Power
Movement Speed: 4.2 m/s (105%)
PASSIVE ABILITY: Because of his binding pact to The Fog, it envelops him - any space outside of The Servant's Terror Radius is haunted by intense presence of The Fog (the equivalent of four stacked Murky Reagents, or purple Dark Mist offerings, not only on the ground but a full environment of it). Within The Servant's TR, The Fog is reduced.
KILLER POWER: Succumb To Darkness - The Servant embraces his Master allowing The Fog to close in fully, suppressing his Terror Radius for a short duration. The Servant has a keen eye for disturbances in The Fog - while Succumb To Darkness is active, The Servant is granted a brief glimpse of any survivor's aura who is crouch-walking every 3 seconds, walking every 2 seconds, or running every 1 second.
SPECIAL ABILITY: Serve Your Master - Hold the Power Button to charge Serve Your Master. As the ability charges, The Servant twirls the chain wrapped around his right arm, releasing the Power Button to throw it forward.
(Thrown chains do not travel far, and move in an arc-like trajectory. The farthest the chain can be thrown is 30 meters.)
-A survivor who has been struck by a chain once is afflicted by the Hindered status effect and suffers slower interaction speeds as long as the chain remains wrapped around them.
-A survivor who has been struck by a chain twice suffers the Imprisoned status effect and is held captive - remaining locked in a stationary state.
-Any survivor may interact with one's own chain-restraints or another's to break one off at a time, requiring a small amount of consecutive successful skill checks for each chain-restraint. If one survivor helps another survivor with their chains, less consecutive skills checks are required to break the chains. If the survivor frees from the Imprisoned status effect, they return to being restrained by one chain until it, too, is broken.
That's all I've thought of for now, friends! I'm really bad at coming up with good and original perks, but maybe I could come up with some lore for this idea.

How fast is this Killer, how big are their base terror radius?
The first power is good and fitting, I like it, but the second is... aaaa. People don't like Deathslinger because of how he ignores a Survivor's skill, and this is giving me Deathslinger vibes except he can easily hit you over pallets and can move freely while you're trapped. Also, how much range does this have?

Thank you for your feedback!! I made some changes to the original post in response to your thoughts. His movement speed would be 4.2 m/s (just barely fast enough than a survivor), his terror radius would be 24 meters (while his shackles are audible at 32 meters, and his TR reduced to 0 meters during his Power) and his chain throw would be quite short-distance and very arched - a max distance of 30 meters.
