I'm right in thinking it isn't intended right?
And if so, how has such a small (yet important) problem not been fixed in 4 months?

They need to do new animations, which take time. Its not just a simple number change.

It was deliberate but the devs realised its a bad idea after it was done. He was given the low POV to help stop players kicking their shins and losing a rush on an object they didnt see

New animations for a higher PoV?

All the killers have a first and a third person pov. Survivors see the third person pov and the killer sees it when they load into a match. Killers have a different model and animations tied to the first person view.
A couple months ago when killers loaded into a match they saw the character model in third person from the first person animation, so for example Bubba stood with wide arms, Freddy had longer arms, etc. When Blight loaded in he had no feet or half of his shins. That 1st person animation needs to be changed to raise his pov, it's not a matter of just raising the camera, unfortunately.

Aside from what @JHondo wrote, just imagine: How would the first person look if you only raise the POV, but would do nothing to his hands or weapon? Those would be pretty low.

I just assumed they could easily raise those too without any need for animation changes.
But damn that sucks, the PoV really kills the character for me :'(

I forced myself to play him to get the adept and lethal rush achievements and refuse to play him again until it's fixed. The only way I got the achievements was by using the wall hack and turning add-ons of his.

I personally like the low PoV, but I also got used to it. Maybe the higher PoV will be even better for me.
Just as a sidenote, during a quite recent stream they said that the PoV-Fix will be released rather sooner than later, so they seem to be close to finish, but they were not able to give a Date yet.

Yeah I did the same thing with him, minus those add-ons. Feel like I'm playing baby Victor lol. Will just have to wait it out.

So, from what I know, Blught's PoV WAS intended initially, but then everyone was like: "Okay, we get that being low helps see things we're about to Rush into, but why the ######### is it THIS low?!".
As a result, they went: "Okay, this might be a bit much. We'll get on that, guys!", and now they're working out his animations for the first-person model, since they have to try and get everything exactly right.
