    That's a meg outfit from the second to last rift.

    It will likely appear in store 6 to 12 months after the closing date of that rift, because this set was one of the most popular ones (if not the most).

    Btw on the screenshot attached by OP only the torso belongs to this set.

    Character is meg. Head is prestige 3 head. Body is 'Lace Luxury', part of the 'Jewel of the Party' outfit, in 4th rift (like the other cosmetics it will most likely be released into the store some time in the future). Pants are the 'Edgy Leather Leggings', part of the 'Sporty Beauty Queen' outfit.

    The head you get from prestige 3.

    Body you can't get as of now unless you already have it.

    Pants are 400 auric cells in the shop.
