How does the bloodweb prioritize perks?

My assumption is that it will first attempt to eat the highest tier perk on the tree; however, after that it seems to pick the next perk that it would aim at complete random. Is this accurate? Is there a way to predict in what order they'll be devoured?

    I think it’s random. It definitely doesn’t feel like it goes after rarity/perk level.

    i almost have the feeling it takes green rarity over purple but that’s probably just coincidence.
