There was a small team involved with the creation of Dead by Daylight in BHVR! If you're asking specifics e.g. who back then was the producer, creative director and such, that's also answered in the video.

It depends on what you mean with power over the game as it's not just one person making decisions, but a group of people and every decision goes through several hands. There is a publisher, developer, directors, producers, etc. Mathieu Cote is the Game Director. Dave Richard is the Creative Director. Stéfan Beauchamp-Daniel is the Producer, etc.
