Do you think that Billy and Oni are the best designed killers in the game?
I do, I really think that these killers are amazing. They are both fun to play as and against while having simple mechanics that require a medium skill cap.
Billy has fantastic map pressure even after his "minimal changes" nerf. It can also punish overextending survivors or just instantly down survivors via curving. It is a super simple design as well, it takes a decent amount of skill to play him, but not as much as someone like Huntress or Nurse. His specialty though is map pressure with those speedy legs of his.
So this killer is super simple and has an ability that acts as utility and also a weapon which is what I admire in Billy.
Oni also has great map pressure, but is a bit limited and is more of a power burst kind of power. The fact that he gets 40% of his power by hitting healthy survivors I feel is a great design because it discourages tunneling so that the other person can bleed more blood orbs for the Oni to collect later on. His power is quite terrifying in a chase too and can massacre a group of survivors.
So this killer is a power burst killer that provides powerful chasing and map pressure abilities. Not as freely as Billy, but stronger since he doesn't bump into obstacles. It is a rather simple power as well. You hit people to get your power and suck up blood to power up. It also encourages a more fun playstyle for survivors since hitting healthy survivors helps you.
Both of these killers are really fun to go against. I am just shocked I don't see more Oni's in my solo queue adventures; he is so fun and intense to play against.
Quick question: Why do you think that the Cursed Legacy chapter was so good? There is no denying that the Oni was an amazing addition to the current set of killers. Do you think BHVR had more time than usual to work on this chapter? And why do you think that a lot of other chapters went more poorly? (ex: spirit; a killer who gives no information to survivors on what to do)

Both are well balanced, but Billy's ######### cooldown puts him below Oni.

I thought base Billy WAS one of the best designed killers, until they slapped an arbitrary overheat mechanic on him. I'm not gonna pretend Billy's suddenly a trash killer or anything, I just think it took away a lot of his fun. Barely anyone even complained about his base power, just instasaw + other addon shenanigans.
And yeah Oni is just awesome. His design is great in so many ways. Not sure there's any special reason for that, other than the devs just did solid, great design work all around.
Fix his camera bug, nerf Topknot, and I'd say he's close to perfect.

A few of his addons could use some work, that is a fact. I think it would be best if they buffed his base charge for his demon dash by .25 seconds or maybe .5. His current charge time for the demon dash can feel a bit too slow. Making it take 1.75 seconds at base and the topknot could buff it to take away .5 or .25 seconds.
His other addons I don't know how to buff, but he is still in a great spot.

Oni more than Billy
Billy will always lose against survivors who know what LOS is & those who run with a plan (not being caught in the open). Against competent survivors, it's not very often you catch them off-guard.
Billy not only has a overbearing heat mechanic but he also cannot turn whatsoever without addons.
Oni on the other hand has a power that is very easy to get (2 hits) & can do flicks with. He can roam the map flawlessly compared to Billy who has to worry about running into things constantly.
Overall, I think Oni takes the cake & Billy is nowhere near good imo. I'd love for someone to change my mind.

Yes
I think the only thing that billy has that Oni doesn't have is constant access to a weaker utility and lethal power. You can at any time use your chainsaw to run around the map or in a chase, there are no special requirements. Oni on the other hand gets a much more powerful version of the two, but with the limitation of having 45 seconds to use it at a time and he has to build up his power bar.
I still think that they both are very good in terms of design and when you compare it to the rest of the cast, these two are extremely well designed.

I agree although it is fairly easy to get his power. If I were to place 2 killers on a pedestal in terms of map pressure I would say Oni & Blight rather than Billy.
