Are today's announcements a response to the longer queues for survivors?

I was discussing with some friends on why this upcoming changes were revealed today.
I noticed a lot of new discussions complaining that survivor queues were longer, from what I understand it can take from 5 to 20 minutes to find a lobby for survivors.
And why aren't killers playing as much? For me personally it's due to the stressful nature that the killer role has, and I believe the upcoming changes to DS, OoO and keys are a way to bring veterans and players that usually don't play killer to play more of the role.
What are your thoughts?
