Territorial Imperative Broken??

I've noticed that since roughly December of last year, Territorial Imperative no longer appears to work.
It SHOULD, reveal survivors auras when they enter the basement, then actively show the cooldown (Forgive me if the cooldown feature has simply been removed), however, during some matches with the perk, I actively saw survivors enter the basement, and the perk did not trigger. Even after testing in a custom game, making SURE that no one had entered before hand, the perk still did not work.
It's a niche perk to be sure, but it's still upsetting to se a perk not work the way that it should.
Again, I apologize if there's somehow some error on my part, though after testing this, I'm unsure how this could be the case
