Maybe it is time
In the last Q&A discussion, the devs and community managers talked about how they will not be doing an operation health for the game, and will be sticking to making adjustments during the mid-chapter patches. However, if we look at the mid chapter and chapter changes from Jan 2020 till now, we will see an uncomfortable trend:
Winter 2020 Mid-Chapter: Doctor changes were, for the most part, appreciated, and looked kindly upon. While some find him annoying, many of his issues were fixed, and this on the coattails of the release of the Oni brought about a large amount of positive feeling towards the devs.
Spring 2020 Chapter: Deathslinger was appreciated for his design, though public opinion of him has soured a bit over time as many people complain of his lack of counterplay.
Spring 2020 Mid-Chapter: The map changes. I had to look up the patch notes for this one. While this was a good change and people appreciate it, the effect was not monumental for PR, especially most people went from noticing the issues every time they ran into the problem windows, to accepting them as part of the map.
Summer 2020 Chapter: Executioner and the Silent Hill DLC. People liked Silent Hill. People loved how Executioner gave them a way around many prominent Survivor Perks. People also did not like how Executioner, at times, felt as if there was no counter play, and encouraged behavior like tunneling. And most people appreciated the effort and atmosphere of Midwich, not so much on the design.
Summer 2020 Mid-Chapter: Hillbilly and Cannibal changes, overall positive, but with a middling reaction to the overheat mechanic.
Autumn 2020: Blight. Some people felt disappointed from a different result from expectations. While a solid Killer with considerably less issues on the counterplay side, still not a chapter that acquired a lot of good PR. Also Springwood and Yamaoka got changes, with mixed reactions, positive due to atmosphere changes, somewhat negative due to strange breakable walls.
Autumn 2020 Mid-Chapter: MacMillan maps were updated. And so was Executioner? The changes from this chapter also had to be looked up since they did not feel that impactful, other than the map changes, which for the most part involved deleting a pallet somewhere and placing a breakable wall. Map visual change was somewhat accepted. Some still have trouble with it and the generator visual changes.
Winter 2020: Twins. Not good. People did not like. Do not think anyone really like this chapter. Some perks were alright, but many still dislike and dread facing Twins, nearly to the same extent as Spirit. However, people do not talk about the Twins because they themselves are not very fun to play as either. Supposedly. It is hard to find someone who enjoys them, without including the slug everyone one on the map playstyle. Which, while viable, is not enjoyed by a large portion of the player base. Ormond changes, which were appreciated, and Azarov's changes, which are still mixed, due to a glaring hitbox issue(s).
Winter 2021 Mid-Chapter: Game and Crotus Penn changes, appreciated. Clown, a bit lackluster on the changes. While a buff, it does feel... lacking, especially in comparison to Doctor's rework. Doctor was previously considered to be similar to Clown in power, and now, after both of their reworks, Clown seems inferior. Additionally, Nightmare's slow is still somehow superior to Clown. For some reason. The HUD is heavily criticized, and the animation changes come at the cost of feeling unbearable due to a potential issue with hitboxes. It feels very strange, on both ends.
In short, the reactions started at 2020 with people feeling great, then pretty good, indifferent, hyped, hyped, hype train crashed even if it made it to station, indifferent, disappointed, and disappointed. The hype train crashed after a good chapter due to people's expectations, but nothing was done to bring the train back to the tracks. The train is still burning, people are leaving the cabins, and walking home instead of waiting for the train.
I understand that you have contractual obligations for licensed chapters. However, if you want to fix this train, this game, the community, maybe you are going to need an operation health, in place of an original. An Entity's Stitches chapter, where you tuck away a few loose ends and address what frustrates people the most. On both sides. Concepts are fine, but I do not think the community can take many more disappointments in a row.

You know operation health is going to become a meme immediately after it ends.
