Does Shadowborn and Whispers work on Victor?

Does the PoV increase for Victor aswell? Or is it Charlotte only?
Also does Victor hear the Entities whispers?

No perks apply on victor.

Of course, I was just wondering since some perks still work, like Hex Perks.

Hex perks works on Victor because they doesn't apply to a killer, they apply to survivors (sorry for bad english)
