They would love to do so, but there are issues with licensing, plus there is another similar horror game featuring Jason.

This has been asked for, and addressed, many many times. They can not add Jason to the game because he is currently held up in legal battles. This is why the Friday 13th game went under. They were unable to add more Jason content because of the lawsuits and were forced to cancel any promised content. BHVR can not get the rights to him even if they wanted to (and they have said they wanted to before in the past).
Plus Trapper is based off Jason anyway.

Because knowledge of the lawsuit goes into deep "fan" territory, and most people are casual fans of horror.

Play Trapper and forget about him ... or give him his legendary Jason skin and get it fixed.

Seems pretty unlikely to happen due to legal battles holding it up. Its hard to imagine what he would do that isn't already done by other killers honestly.

Jason has a pretty wide wealth of abilities that are either well showcased or only shown a few times throughout the movies. There would be plenty to choose from. Powering through pallets comes to mind, mild teleportation, throwing teenagers through windows, MANY instant downs,, throwing teenagers through windows, throwing teenagers through windows...
