How can i report a non-steam cheater?

Just fought against a nomither lagswitcher that i was unable to pickup, he also had a mega long lagged deadhard, and this bastard broke his fellow jake. He healed him with lagswitch while i was picking him up and stopped when i was carrying him. In result jake wasn't on my shoulders and was invisible for the whole match and i stuck in carrying animation unable to do anything exept short m1.
I reported him via ingame report, but i can't create a ticket to show his profile and evidences, because of globe icon.

You can attach their player name and that should help. Attach the evidence and explain you have reported him, that should work.
