(PC) After 4.5.2 cannot level up survivor rank (resets to same level)

I've tried now it two times, ever time I pip "up" to gain a level (lower rank), I'm back to the same level with no pips.
So I'm literally stuck with my level. I don't know if this was broken already in 4.2.1 since I did not level up in that patch. You could level down for sure.
