Dying-State Survivor safe zones

I play on PC steam.

When there is a survivor on a hook and a survivor in the dying state crawls under the hooked survivor, the killer cannot pick them up. Also, if a survivor is downed on the killer basement stairs, their body cannot be picked up if they do not move away from the wall.

To reproduce the hook safe zone, have a survivor in the dying state crawl under a hooked survivor. Then, have the killer attempt to pick them up.

To reproduce the basement stairs, have the killer down a survivor running up the stairs close to the right wall (edit: the right wall in the perspective of the survivor running up the stairs). If the survivor does not crawl away from the wall, the killer cannot pick them up.

Each time a survivor crawls underneath a hooked survivor, the rate is 100% that the killer cannot pick them up. It has happened at many different hooks: Both, hooks near walls, in corners, and out in the open. I cannot confirm that it happens with killer basement hooks.

The times I have seen where a survivor cannot be picked up on the basement stairs is one time when I was downed at Ormond with the basement in the central lodge. Another time was when I was playing killer at the Backwater Swamp's Grim Pantry where the basement is in the main, big building.
