Obtained Safety Pip - Still Lost Pip

I was playing as Dwight. As you can see in the screenshot below, I made the safety pip, which means that I shouldn't have lost any pips right?
Well, I still have lost a pip and it hasn't returned.
Am I doing something wrong?
