Why is my DBD always opening in Windowed mode with all my UI Scale settings in default?

Does anyone know a simple remedy to this? I try to uninstall and reinstall the game but it always opens the game in windowed mode with UI scale settings back to their original 100%. I always have to manually put the game in fullscreen mode and set my UI scale settings back to my preferred settings.

Also, my ping for the game is shooting well above 60fps, it sometimes goes for 100-300fps but I don't even have a display that can handle it, mine is a max 60fps monitor.

Does this have to do something with the DBD files? How can I reset them since uninstalling and reinstalling doesn't work.

    Is your GameUserSettings.ini set to read-only from old manual fixes that had you edit that file? Because that was why my game kept resetting that stuff.
