When will there be a rift with Ghostface or Feng cosmetics?

Ghostface is a licensed killer. There will be NO RIFT
As for Feng, When BHVR decides so.
There have been Feng cosmetics in the past (I think?), inside the rift. If you want them, you'll need to wait for them to appear in the shop.

Im pretty sure it was leaked the next rift would have Bill, so anything is possible

Yeah but they only paid for the look of ghostface i believe, the guy behind the mask is an original character and he already has cosmetics that certainly weren't in any of the movies so..

Correction. The mask he is wearing is licensed.
The character of Danny Johnson/Jed Olson is completely BHVR original, and so it's not out of the question he may feature in a Tome at some point.

Bill is free though. The reason behind no licensed characters is because you have to pay money for them. Original characters can be bought with shards.

Licensed characterS are coming. They confirmed it in the rift anniversary post. Ghostface is definitely getting one someday. Probably along with Silent Hill, Stranger Things, Saw and Ash.
He's still licensed. The devs paid for the license. The fact that he's free doesn't matter, or he would have tons of cosmetics in the shop. And, as of now, he has exactly...0.
